Apparent unsafe condition with removal of construction fencing

A temporary fence in place for the last two months along the Atlantic Avenue sidewalk at the site of B4 is no longer in place.  The fence was a temporary chain link fence in place to compensate for the missing chain link that separates the sidewalk from the site of B4 elsewhere.  It wasn't an ideal solution because it further narrowed a narrow section of the 6th Avenue sidewalk, but at least it secured the site from people passing by.
But without the fence, the drop down to the floor of the B4 site is significant -- at least 15 feet.  It looks like a meaningful hazard to me, not because someone will accidentally fall in but because someone who chooses to enter will be putting themselves in danger. The area is immediately adjacent to the arena and near an arena entrance.   Photos are attached.

This incident report was updated since filing to add a photo from the night of the report showing pedestrians next to the open fence.  The photo was taken while a Nets game was underway, not before or after when a much larger number of people are on the sidewalk.  
I have also added a photo from during the day on October 19th with the temporary construction fence intact.  The fence was narrowing further a particularly narrow section of the sidewalk.
