Module and then truck parked in turning lane during the daytime

A local resident has forwarded by email a photo of a module parked in the Dean Street turning lane at 11:30 am today.  According to the resident, the bicycle lane was partially blocked.  No 311 complaint was filed.  The situation no longer exists.
Using the Atlantic Yards Watch arena-cam I've established the module was parked in the lane from 10:05 am to 1:25 pm.  A truck, most likely the truck moving the module, was then parked in the same location from 1:35 pm to 2:15 pm.

If you go to the webcam you can scroll through the photos and easily establish the duration of the problem.  All the stills the webcam takes are time-stamped.  You can make the time appear by clicking on "show info" at the righthand top of the screen.
All daytime deliveries are to proceed directly into the B2 area and not encroach on Dean Street itself.  Who was monitoring on-site today?
