AY Dump Truck Illegal Idling & turns non-designated Public St corner into potential dangerous staging area part 1 of 2

A deluge of chaotic 30 plus dump trucks which 4~14 of the Atlantic Yards dump trucks use SE corner of Pacific St & 6th Ave instead of official FCR staging area and idled for more than 1 hour; Dump trucks also illegally idles underneath residential apartments for over 30 minutes & queue/park illegally in red "No Standing Only" in oncoming traffic lane on SE Pacific St & 6th Ave having no required flaggers stopping them @ Carlton Ave & Pacific St official staging area. Almost ALL (98%) dump truck construction traffic fails to stop @ "Stop Here on Red Light" blocking the entrance to the LIRR temp ramp. Also reported that 5 of these errant dump trucks used Dean St/St Marks not truck routs to traverse to the SE corner of Pacific St & 6th Ave. Why didn’t any flagger from the 6th Ave & Pacific St instruct the trucks to que in official staging area?

11:57 2nd AY construction worker parks red "No Standing Only" behind white car

11:39 Fifth dump truck attempts parks illegally in red "No Standing Only" but can’t because of the onslaught of oncoming dump trucks to come; why did the flagger let so many of these truck proceed when there were trucks already illegally parked that needed to be moved?
