2011-12-07 ESDC/FCR failure to control rail yard's activities for using high intensity sodium flood lights after 11pm

Lights off @ 3:25 am: time & time again this is another example of how the ESDC fails miserably to enforce FCR/Barclays Arena/Vanderbilt Rail Yards construction contractors to adhere to published Construction Alerts or EIS procedures to protect the local residents against the continued relentless negative impacts from arena/rail yard construction in a residential neighborhood; the rail yard high intensity sodium flood lights are still on after midnight. As SOP the ESDC/FCR continues to allow changes to construction work restrictions THEN informs community after the change occurs thus aggravating residents even more by failing to enforce what they publish to whitewash what is actually happening.

Construction Alert states:
Yards Lights

• During the week, to facilitate early start and late finish of work, Yard Flood Lights will be turned on at 6am and from dusk to 11:00 pm, during double shifts.
 
Why is the entire rail yard illuminated when they are only working @ the far north east corner of the rail yard?
 
One affected resident commented on the rail yard lights, "We can now install few mirrors on our windows and save on electricity. It's very comforting that the developer thinks of us, common people."
