Late night construction noise

The construction noise late night and early morning has been making it REALLY hard for me to sleep. It seems like the noise goes on all through the day and night, and with my window facing the construction site, it is EXTREMELY annoying. This has been going on for at least the last 3 weeks, and it has become unbearable. Isn't there a law that limits construction noise to only some parts of the day, during the morning and BEFORE the evening?

my room, on the third floor, faces the railyard construction and i can see the arena on the left. i am on pacif st, between 6th and carlton. the irritating noise seems to come from vehicles, like those kind of noise that big trucks make when they are backing up. it is constant, 24/7. this is the most irritating noise, at this point.
