The past two nights I have been woken up constantly from trucks working in the construction staging area all night! Then after finally getting to sleep there was an extremely loud crash that shook the building and sounded like a bomb exploded at 8am.
2012-05-29 Barclays Arena LIRR dump truck uses Carlton Ave - added vibrations – these pictures show this Barclays Arena LIRR dump truck driving directly into the Vanderbilt rail yard from Carlton Ave. The EDC has the power to ban and/or fine these trucking companies, if they are issuing fines, then fining them is ineffective or why when will the ESD start fining or banning them?

2012-05-29 resident states, "Ceiling fell down when work started near 500 block of Carlton Ave" no one will help me!!
Resident across from block 1129 where new construction on car park stated, “vibrations are so strong that the ceiling in my home fell down. She called 311 & they would not take the call and resident went to the Atlantic Yards Ombudsman’s office & they said they would have an engineer inspect the damage but no one has showed up & she is scared & wants to know what to do! She also stated that, "the dump trucks on Carlton Ave are adding to vibration problem!"

As reported to me, resident can't take it anymore from rail yard noise, construction alert stated there would be noise, but keeping residents up ALL night?:

The construction noise late night and early morning has been making it REALLY hard for me to sleep. It seems like the noise goes on all through the day and night, and with my window facing the construction site, it is EXTREMELY annoying. This has been going on for at least the last 3 weeks, and it has become unbearable. Isn't there a law that limits construction noise to only some parts of the day, during the morning and BEFORE the evening?
Steel panels for arena building are brought to the construction site using a residential street which is not a truck route designated by The City of New York DOT.
Trucks parked and then moving. One driver explained it is difficult to get to his destination (southbound 4th Avenue) from the LIRR construction ramp onto Atlantic Avenue without using residential streets. He professed not knowing that he is supposed to use Pacific St westbound from Vanderbilt Avenue, rather than using a residential street.
Large Barclays Center construction equipment traveled down Dean Street and turned left on Vanderbilt. Its engine was loud and the beeping alarm (also loud) rang out throughout its progress down the street.
I called 311 at 11:15 PM as i could not take it anymore it was referred to DOB complaint no 3411462
reported as construction noise in block between Carlton/ Dean and Vanderbilt
They asked:" is there a special exception permit posted?" I said not to be aware of any posted permit
