Some changes in limo behavior emerge but illegal parking and idling violations continue
A new survey of illegal parking and idling in the vicinity of Barclays Center during the first Nets/Bulls play-off game uncovered some changes to black limo behavior from the last survey. Overall the survey, which covered a smaller geographic area than the last, demonstrated illegal parking and idling conditions continue.
The survey is easy to execute by the volunteers because the locations for illegal parking are so predictable. There were very few unuccuppied hydrants in the area during the survey.
Notably not a single black limo was parked in the official location designated by the Department of Transportation for TLC parking on the south side of Atlantic Avenue from 6th Avenue to Carlton Avenue. A NYPD tow truck was stationed there to clear it of private cars, but it had little motivation to work.

BMW parked in satellite uplink parking lot (photo attached). This same car has been parked in the pad, so apparently there was spill-over from the free parking in the pad for the play-offs.
Equipment bus idles on Pad; valet parking for coaches and staff
The link below is to a video which explains the use of the Pad for the first Nets/Bulls play-off game. The staff member was helpful and friendly. He had apparently not been trained the behavior he was describing (the engine of a bus running for 40 or 50 minutes) is illegal.
The Pad is used regularly regardless of the type of event.

Here is a written description of our dialogue:
Illegal parking and idling violations continue; some enforcement evident
Here is a survey of illegal parking and idling April 20th between 9:15 and 10:15 PM during the Nets/Bulls play-off game. The geographic location included areas with regular illegal parking to the north and east of Barclays Center. The idling reported below wasn't timed, but in all cases the drivers looked settled in, (i.e.: sleeping or reading).
I did not call 311 for any of the violations below.
