ESDC’s Construction Alert’s statement conflict with actual activities in rail yard

“FINAL AY_Construction_Alert 11-7-2011.pdf” states:

Yards Lights • During the week, to facilitate early start and late finish of work, Yard Flood Lights will be turned at 6am and from dusk to 7:30 pm.

 These pictures & videos were taken starting @ 4:30am NOT 6am as alert declares; the workers start working by performing maintenance of the rail yard equipment with the lights on. Inside the residents @ 700 Pacific St their apartments are full lit by the High pressure sodium vapor lamps causing extreme excess light pollution for residents. The light is blinding @ times.

Please note: the lack of amount of actual workers because there are no cars parked in the assigned parking area, so they are illuminating the entire rail yard to service 1 or 2 pieces of equipment.
